Yes, you can. It happens randomly in versus, and is usually rare. Of the 6 months I've owned this game, I've only got him twice, so you have to be lucky.
EDIT: Having a high score helps the odds of you becoming the tank. It usually gives it to the person with the most or second most points. There are always two tanks in the finales, three if the survivors take too long getting to the rescue vehicle. There is also the chance that the first person to get control of the tank will not know where to go or just don't want to be the tank. If either of these happen after 45 seconds or so control will switch to another player. If that player loses control one of two things will happen. 1. If the tank was close to the survivors it will become AI and attack. This gives the infected team an advantage as they can have 4 human plays and an AI tank at the same time. 2. The tank was too far away from the survivors and he just disappears.
