Can there be a consensus if there are strong objections from a minority?

A consensus can only be reached when all of the people concerned agree. Even just one person can block consensus. Also, there is another action called standing aside, where the dissenting party figuratively stands aside and allows the group to go forward. This is useful if the dissenting party is not morally or ethically opposed, but simply doesn't want to participate.
