If you mean genetically modified: by using a vector like a virus or bacterium which has been itself genetically modified using metal pellets with DNA samples on them.

If you mean genetically engineered:you would need to get a load of segments of DNA and put them together in the right order using enzymes. We've only ever been able to completely genetically engineer bacteria, viruses and yeast.
