It is a matter of genetics, the DNA of the biological parents. If the mother is dark haired and father blond there is less than 50% chance that the child is going to be blond since both parents must have the blond gene in their DNA, since the dark hair gene is rather dominant and will always overrule the blond gene but there is a chance.

A dark haired parent can still produce a blond child if their ancestors, mom/dad/grandma/grandpa, and so on, happened to be blond, if they are all brunette then chances are slim to nothing that a parent has the specific genome to produce a blond child.
