It is a vegetable in the sense that it is produced from a plant. Cotton is harvested from the cotton plant Gossypium hirsutum. It is made of cellulose fibres that arose as an aid to wind dispersal of the cotton seeds.

An edible oil can be pressed from the seeds, though oil isn't usually considered a vegetable.
