There are thousands of different steel alloys, and thousands of different plastics. Some plastics are stronger than some steels, but many steels are stronger than many plastics. The term "stronger" also needs closer definition, as to whether it means mechanical strength, wearing strength, working strength, erosional or environmental strength, even before we get into the area of whether your question is about "strength" as opposed to toughness, compressibility, ductility, etc.
