Clouds are chiefly made up of tiny water droplets suspended in the air.Just a little addition to this more than sufficient answer Is that clouds are a molecular Nitrogen expanded state of water as we know it to exist on earth Like we have in lakes etc at the temperatures up there its expected state should be a complete liquid mass It is the molcular Nitrogen ( the unsung hero that has shaped life forms on this planet ) at work again but because it is so unreactive it is basically a space filler So the expanded water arrangements try to unite Stretching electrical pathways and larger molecular patteren At the end of the day all that can hold together is a drop
