If you only ever sail on smooth seas, you don't actually get the skills you need to be a skillful sailor because you haven't had experience with rough seas, or problems. A lot of people can do things when everything is perfect but can't when problems arise. It means that problems give you more skills/experience for the future than the absence of problems.
