It means the price doesn't include GST (Goods-and-Services Tax), so you get a big surprise tax on your bill.

Sometimes written: excl.gst

So if there's a 10% tax on that car you are buying, and the price tag says $1000 excl.gst, if you do buy it, you'll have to pay the additional tax: another $100.
