Do the division.

\frac{15}{100} = 0.15 = 15\% \cdot 100

This also works when the numbers are not 100 (even though that's the definition of a percent!) this is because those fractions are said to be proportional to each other. Thus we can reduce the above fraction to...

\frac{3}{20} = 0.15 = 15\% \cdot 100
