Rabies cannot be spread specifically by a scratch, but if you are scratched by a rabid animal, you are exposed to the infection. You can get rabies from the dog's saliva whether it bites you or not. There's a chance of the dog's saliva dripping into the scratch, which would give you a high chance of infection. There are even cases of rabies being spread through the air, although it's not very likely for the animal's saliva to get through mucous membranes or skin that hasn't been damaged.
