Unfortunately this question has no easy answer because of all the different types of classifications and types of computers.

The earliest "computers" were mechanical devices used to help people count. The abacus was invented possibly in Babylonia or China in about 2400 BCE. The abacus consists of movable counters that can be manipulated to add and subtract.

The first programmable computer was invented in Germany, and the first stored-program computer was invented in England, both in the 1940s.

The first PC was invented in the US in 1975.
