The Ring of Scorn is a quest reward at the end of a quest chain that starts with Deliah's Ring from the quest Rot Hide Clues which has the following description:

Among the corpses a hand protrudes, unwrapped. It is the hand of a woman, pockmarked from the plague but relatively fresh.
On the hand is a ring. Removing the ring and inspecting it reveals an engraving:
"For Deliah"

Along the quest chain you will find that Deliah was the murdered wife of Raleigh Andrean who says, "I feel nothing for her death, nor for the story you tell of her body's abduction."

The Ring of Scorn is probably Deliah's Ring that Raleigh has no use for after you have gotten revenge for him.
