The short answer that it is a Noble gas. A slightly longer answer is that because of the configuration of their electron shells (more specifically their outermost electron shell contains as many electrons as it can sustainably maintain) these elements aren't as likely to bond with other elements.

To say that it won't chemically react with anything isn't accurate - however it is less reactive than any other known element.
