The atmosphere of Venus and Earth was formed primarily through volcanic activity. The Moon likely cooled too fast to establish a thicker atmosphere, and what little there was was probably blown away by solar wind. As it is, the only moon in the Solar System with a real atmosphere is Titan, much further away from the Sun.
